TECHNICAL INSPECTION

Technical inspection

Safe operation of racing vehicles and protection of the entrant is the primary goal of technical inspection. Class qualification is a secondary issue. 
Safe operation is defined as keeping the racing vehicle on track and under control of the entrant, not catching on fire and able to stop and exit the track safely. Entrant protection is defined as during a crash the Entrant and limbs stay secure and inside the protective structure, the Entrant is able to easily activate fire suppression systems and exit the vehicle unassisted if able and when the vehicle is stopped, even if it overturned or it's side.
Weight, balance, centers of pressure and gravity are basic concepts when correctly applied contribute to safe operation  of a racing vehicle. There are currently no published standards or methods of measurement published so these parameters are the responsibility of the Entrant. Should a racing vehicle exhibit conditions which may make the vehicle a hazard to officials and spectators the Technical Chairman can make a decision to deny entry.  Safety of entrants, officials and spectators is the primary and over riding concern of all Technical Inspectors

  a. All race vehicles will have a DLRA sticker affixed to the Left Hand front fork area/ LH window area after passing technical inspection.
  b. All helmets will have a DLRA sticker affixed to the Left Hand side of the helmet after passing inspection
  c. Each inspection team will consist of 1-3 persons depending on the speed of the race vehicle
  d. The Chief Inspector will be responsible for layout and  operation of the inspection line(s).  The Chief Inspector and as many other inspectors as practical should be experienced LSR participants, especially in construction and design of racing vehicles safety systems.  Technical experience and competence is a requirement for the Chief Inspector position or his/her designated Technical Assistants and Advisor(s).
  e. The Impound Marshall will manage vehicle flow and organization in the Impound area.
  f. Pit impound area entrances will be clearly marked and will have easy access.  Entrance and area will be large enough to accommodate support vehicles
  g. Inspections for record verification are done on a first in first served basis. 
  h. Technical Inspectors will be aware of any race vehicle safety, handling or other issues that arise during the event and take action to reduce the likely hood of a repeated on course handling or safety event. Clerk of Course or the Race Director are responsible to inform via radio the inspectors of vehicle numbers and details. Technical Inspection must have at least one radio operating on each of the course control channels and monitor the traffic.
  i. During technical inspection and the event remember, inspectors are the representatives of DLRA. Officials conduct should be professional and friendly
  j. Inspection of vehicles is based on standards outlined in the DLRA, FIA and / or FIA rule book(s).  These standards are the primary standard of judgment for event entry.  Should a situation arise where an obvious safety issue not covered in the rule book is at hand a decision will be made by the Technical Chairman,  this decision will be supported by technical data.
  k. High speed vehicles where entrant exit is difficult, the Rescue team should be brought to the inspection area and vehicle specific rescue procedures should be developed.  A Rescue manual provided by the vehicle owner is good information for rescue team to have on hand

Record Attempt Procedure

  a.

When a vehicle qualifies to break a record  that vehicle must clear the course and proceed immediately to the Impound area.  Report to the Impound Marshal on arrival with a copy of the qualification timing slip and event entry form.

  b.

Cars have 1 hour to turn around, refuel and perform any maintenance required.

Bikes have 2 hours to turn around, refuel and perform any maintenance required.

  c. Return run vehicles will be escorted from the pit impound area to their starting line by Impound staff.
  d. When the entrant has completed the record return run the vehicle and entrant must return immediately to the Impound inspection line for class and engine verification.  Race Vehicles may not return to the pit area prior to arriving at Impound.
